Alcohol & Drugs: DUI, DWI DUI in Texas, how to get WA license?

My 20-year-old son got a DUI in Texas in June 2006 with a one year license suspension. He is attending school and establishing residency in Washington state and will not be renewing his TX license. If he had opted to renew his TX license, he would have been required to pay a $1,000 fine for the first three years he renewed. If he wanted to drive in Texas, he could legally do that now by paying the fine. Would the law be similar in WA? Would he be able to get a WA driver's license by paying a fine (and taking the test, etc.)? Also, in Texas, one is required to show proof of auto liability insurance in order to obtain a driver's license. Is that also the case in WA, even if one does not own a car? (Can one obtain liability insurance without an auto to insure?)
