i am the respondent to a restraining order that my brother has against me and i need to extract records from the county of san diego property taxes department. what pre signed subpoena do i need to download and fill out?

There are no "pre-signed" subpoena forms. There are several subpoena forms on the following list. None of them are signed. Scroll down to form numbers starting with SUBP and see which one works for you. Then you will have to take it to the court to get the court's signature. Then serve it on the party or agency that has custody of the information you desire.
