Do I File a parental mod;Kansas or Washington

I have been contacted by the mother of my daughter.
She wants me to relinquish my parental rights and terminate parent relationship.She is threatening legal action.She lives in Kansas,I live in Washington.
Our previous parenting plan was issued without my knowledge or presence, in Kansas I believe. not only am I adament about not terminating parentalship, but would like to see my child and have some sort partial custody.
My questions are these:
1)What kind of civil action should I expect from her?
2)If I want to modify the original plan, would I be able to file here in Washington, or would I have to do so in Kansas ?
3)Does it matter where the original order was filed,or which state the custodial mother is residing in?
4)What would you suggest my first course of action be, both to protect myself, and to establish a visitation schedule?
I feel as if I should try to file a modification before she files anything. Preferably in Washington, if this state would enforce my new modification.Would that be possible.
Any helpful knowledge would be appreciated. Thank-you.
 
Stop listening to mom but you need to see an attorney to get a visitation plan set up. Normally there has to be a subsequent adoption for a parent to terminate rights.

My question is, why have you waited until now to take any action with visitation? If Kansas issued the original decree then they would have jurisdiction.
