My husband is moving out. We lease a townhome together currently. When he moves out, is he still responsible for half the rent until his name is removed from the lease?

Legally yes, anyone named on a lease is responsible for paying a share of the rent.

However, in your situation, if he doesn't pay and you want to stay; you should be preapred to pay in full.

The landlord isn't concerned with issues between tenants.

The landlord just wants all of the rent paid on time.

You should talk to a divorce attorney about ways to make spouses pay certain debts during the pendency of a divorce proceeding.

Even with the threat of being jailed on a contempt citation (and incarceration), some people refuse to pay a dime.

A licensed lawyer in your county can offer you more information as to how these disputes are addressed in your county.
 
You didn't tell us anything about the lease. However, if we assume that you and your husband are both tenants, then you are both liable in the event of a breach. Does that mean you can force him to pay half of the rent? No.

Also, names don't get removed from leases.
