Disqualifications for fostering a relatives child

Here's my situation. My girlfriends sisters children have been removed by the CPS and is with a friend of the family. There are 3 children ages 9, 2 and 6 months. My girlfriend wants to foster the 2 year old. Will the courts separate the siblings? Also, my girlfriend is still legally married and I am divorced. We have been living together for 2 years now. She and her husband still have a house that he resides in in Florida as well as credit cards, etc...There is no divorce proceedings tha have even begun yet. How sill that affect fostering the child? We both work but are basically living paychec to paycheck. Will this also have a factor?
 
The courts very likely will not seperate the siblings unless absolutely necessary. Also to become a foster parent you have to prove financial stability and not depends on the payment. Your living arrangement of being unmarried while she is legally married is very undesireable. Chances are you do not qualify but she will have to call an agency that has a contract with your local CPS/DSS to see what their qualifications are. A home where the siblings are not going to seperated is highly desired.
