Daughters husband has taken children out of state

My daughter has lived in Texas for 7 years. She married and has two children with her husband. Her family all live in Georgia. She was transferred to Georgia back in March with her current employer. After moving to Georgia her husband stayed behind to tie up loose ends. Three days before he was to come to Georgia he decided he wasn't coming. So for 4 months she has been working and supporting her children along with being pregnant with their third child. 2 months ago her husband decided to come and make a go of it. Today while my daughter was at work he packed up everything and took the two babies and left her a note saying he was going back to Texas and taking the boys. What can she do?
 
She needs to consult an attorney.

Although she meets the residency requirements for divorce in Georgia (if she's considering that), the children may be under the jurisdiction of Texas. Even if she just wanted to file for custody, she may have to do that in Texas. She needs an attorney to sort it out.
