My boyfriend of six years has not seen his son in over six months and was ordered to pay over $13,000 in back support. His sons mother refuses to let him see his son and has called DFS on us at least 3 times for various lies. My question is, can he sign over parental rights without her agreeing to it and if he does will that stop future support from accumilating? She has already had him thrown in jail more than once and would rather him be in jail that be a part of his son's life. At this point she won't allow him to be a father and the court won't let him file against her because he owes back support.
 
Nope. He cannot termimate his rights. He really needs to get an attorney and figure out why he cannot get some sort of visitation. Generally CS and visitation are totally seperate and the courts should not be withholding visits.

Dad needs to do whatever necessary to talk to an attorney. He cannot abandon his child.
