My ex husband has custody of my caught. she lives with me and has since the day the divorce was final can I do a change of custody and get the child support changed to where I am not court ordered to pay it and he is

Not only can you do it, if the child lives with you and you're paying him child support, you're screwing yourself. Get a lawyer and open a new case.
