my nephew's son has been staying with me for two years now eversince he was 9 months and his mother is a former meth head and has neglected her youngest son the one that has been staying with me in everyway possible and after she got out of jail she had a piece of paper stating that she can remove her child which by the way she lied about it what can i do because i really feel he is in a dangerous enviroment

Were you given guardianship through the courts? If not than the mother doesn't need "a piece of paper" to remove the child from your care, as she is the parent and has a constitutional right to her child.

What "dangerous environment" is the child in? Do you have proof or just a gut feeling?

You should have file for guardianship or custody through the courts. If you want to keep the child then you need to file for cusotdy and prove the child is better off with you.
