custody of sisters kids

my sister got her two kids taken away. ones 6 and the other is 9. my sister cant stop drinking also bring strange men home and to many wrong choices in her life. they've been gone for 7 months now and she hasnt changed. she got told on friday that shes not getting them back that she has to find someone in the family to take them. I was thinking on getting custody. one i would like to know what have have to do to get them and to c if there is any hope for me. i have a good job i look after the mentally challenge, but i dont really have a place for them. i could prop get one from now tell then...

Where are the kids now? Where is their Dad? Are they currently in foster care? Does the foster family desire to adopt? In order to get the kids you are going to have to be able to provide for them, and have a stable place to live.

Are there any other family members that could take the kids? Grandparents?
