Can a parent who has joint legal custody but is the only one with physical custody move a child out of state without the other parents consent but with a judge's permission if the parent does not have the money for an attorney?

Read your EXISTING custody order for the guidance you seek.
If the EXISTING order has no geographic limitations, you probably can do what you wish.
Generally, those orders limit the child and custodial parent's residence to a county, a city, a state, or perhaps a number of miles from the county or city of residence.

Whether you can afford an attorney or not, wont prevent you from getting yourself in hot water if you do something your EXISTING custody order prohibits.
