Pro se means you represent your self instead of hiring a lawyer. You have the legal right to do that. You can be your own lawyer.

When I went into Florida court they say I need a lawyer ...

If sis is in Florida - why doesn't she simply try to modify the original agreement there herself? This shouldn't be difficult for her...

(and she does NOT "need" an attorney - she can do this herself)

Florida is VERY pro-se friendly; I find it very hard to believe that when she called the court house, she was told that she NEEDS an attorney.

This is obviously way beyond your capacity to help so, please, either get her to register or get her an attorney.
