Court Order vs Promis to Pay

My 10 y/o's father is presently struggling with the enofrcement actions taken against his inability to keep up with support payments. He has recently suggested to cut me a check for the balance owing + 1 year's worth of support and provide a notarized "promise to pay" letter that he will commit to covering her post-secondary tuition in full....so long as we withdraw from the FRO program (Ministry's division that enforces support orders in Ontario), the case is closed and all enforcement actions are dropped.

I have many issues with this suggestion but my question is more about the legality of this "promise to pay" letter. How will it hold up in court when (chances are) he's unable or unwilling to pay when the time comes? Are there any other legal issues that can be forseen by going this route?
