I just want to get advice on the correct procedure in dealing with an issue today. While eating lunch, I found a cigarette butt in my food. I took pictures, and also filed an official complaint with the Department of Health and Mental Hygiene...but I would like to know what legal action, if any, can I take.

Under the circumstances, you have done all that could be done and was right to do and that is about it.
To have any legal recourse in such matters there must be an injury of some sort like food poisoning and such; here you found the cigarette butt before eating it as part of the meal which, I highly doubt would cause any problems any ways.
Disgusting? Yes, very much so, but harmful enough to cause injury? Not likely.
