Copyright theft, with registration?

Photographs taken by me were used for advertising on some websites, by a friend of mine, with my permission.
The sites started to recieve DMCA "takedown notices" from my friend's ex, claiming that he owned the images, and had registered the copyrights. He also claimed to own the copyright to her "stage name" even though that is not possible. Of course the ads were taken down. By the way, these were free ads.
My friend wrote "counter notices" as per the DMCA and sent them to the sites that had taken down her ads. In every case but one (who refuses to discuss the issue at all), they allowed her to re-post the ads, but refused to forward the counter notices to the complaintant, as is required by the safe harbor provisions of the DMCA.
Is that something that is an option for them? We were thinking that recieving a couple of them might stop him from writing more takedown notices.

The other "worry" is that attached to the takedown notices was an e-mail from the Copyright office stating they had received something ( it didn't say what ) on Nov. 9 and registration would take 6 months. It appears as though he is registering images I own. He is trying to hurt her business, and is mad at me for helping her. I wont go into the cyberstalking and harrasment, but it's there.

I have not registered the images at this point.
Is there a way to find out what he sent to the copyright office?
I can't afford a lawyer, so what are my options?
Here's a possible plot twist. Does it make a difference, legal or otherwise, that the ads my friend was posting were as an escort?
