is it fraud to work while in a sick leave status as a federal employee?

Whatever it might be called doesn't matter. Be smart, don't do it.
 
Are you saying you are working for another employer while on sick leave from a different employer?

Is the sick leave covered by FMLA? Are you able to work for the one employer but not the other because the job duties are different? (You can do the required duties for the one employer but not the other (your regular employer) while sick/injured?)

Does your employer have a policy governing outside or supplemental employment?
