Mother has verbally and emotionally abuse teen , keeps everything and does not want to be part of childs life. There has to be something that can be done to remedy all the heartache and abuse , also what about his money that is do him . She never clothed him or provided and monetary support .

No, there is no way to change anything, UNLESS your father fights for custody.
Absent your father choosing to not do anything, your mother reigns supreme over you until you become an adult upon your 18th birthday.

That isn't your money.
That money belonged (belongs) to your mother, apparently the custodial parent.
She can spend it to buy dope, sex, designer clothes, steaks, and trips to exotic lands.
She can feed you day old bread and baloney, and you eat it, or starve.
She can buy your clothes at Goodwill, while she wears designer originals, and no one can do a thing about it.
You as a minor have no say, no voice, because the law sees minors as legal incompetents.

Your mother is your legal voice, your only voice.

What do you think the criminal justice system can do to erase "heartache and abuse?" That's what counselors are for - to deal with and cope with those things. A judge cant erase that. No one can actually.

Also no money for child support is "due" to the child. Child support is to the PARENT to support the child. That's the NCP's obligation for helping take care of the child since they aren't in the home anymore. It goes to rent, utilities, food, or whatever the hell the CP uses it. Most people use it for their kids. Not all.

If you want to modify child support you have to go to court. If you want to modify custody you have to go to court. Or whoever the NCP is has to go to court. That's it.
