My fiancé is in jail now and he has been paying child support with about $100 more for arrears but he is in there for the arrears. The mother of his children wants to cancel trying to get arrears because he does right by his children. Would this be able to happen and they let him out of jail?

As long as she has not received gov't services to care for his children, the court would likely entertain a motion on her part to forgive arrears. Assuming there were no arrears and that is the only thing that prompted the judge to toss him in jail, the likelihood of his release is high at that point.
