father is willing to sign over parental rights. wishes for support past and present to be dropped/dismissed. how do i accomplish this?

In most stats he can't unless there is a step-father willing to adopt. I would not let him do this. He shouldnt be terminating his rights just to get out of paying child support. He likely cannot terminate if you are not married. If he chooses not to see the child he doesn't have to buit he still has to pay support.
