Do I have legal grounds to fight child support tax intercept when i have been paying and have never been behind with the court ordered payment arrangement which includes a monthly allotment for the arrears

They can still intercept your tax refund if there are arrears - even if you are paying them off monthly.

It just means the arrears will be paid off faster.

Nope, lots of people behind in CS get their refunds intercepted. Why should you get your money when you are behind in CS? That does not make sense. Sorry.
