Child Support-NYS

My question is about a NYS child support order. Is it possible for the non-custodial parent to be released from a child support order for a 19 year old who has not attended school for the past 3 years, doesn't work, and has no intention of working?
The custodial parent allows this unhealthy situation to continue by providing food, shelter, clothing, and also provides the "child" with spend money and cigarette money.
NCP does not approve but has no "say" about any of it. NCP just pays child support and is unable to change the situation. Must this go on until age 21 as court ordered or is there a loophole here?
