Child support arrears

My ex signed an affidavit and had it notarized that she wanted me to recieve a credit in child support arrears and she gave me the paper. Now she doesnt want to do it even though it says that she realizes when the support was set i was not making as much that they used to calcualte the support. can she change her mind or is the affidavit good?
