Child Support Arrearages

My brother was divorced in the early 90s and did not start paying child support until last year. His children are currently 26 and 20. He went to court last week and was told if he did not pay his ex-wife $800 a month he would be in contempt of court and go to jail. He only clears about $1200 a month. What is the legal percentage of a person's pay that can be taken for arrearages? Surely they can not take more that half of his monthly income. This is in the State of TX.
 
I am not sure but he needs to see an attorney if he wants to dispute it. His years of not supporting his kids appear to be catching up to him. If he only clears 1200.00 a month it is possible he is underemployed and he might not get much sympathy from the courts.
