my husband has a child from his prior marriage and he was out of work temporarily and owes back child support. We are in the process of paying it off, can his ex-wife keep visitation rights from my husband even though he is entitled to visitation?

No, if the visitation is court ordered then she must comply. He should go to pick up his child/ren on his scheduled day and if she doesn't provide the child/ren he should call the police to take a report. Make sure he brings his visitation order with him. He then should file a motion to show cause for contempt.

Child support and visitation/custody are separate issues. One doesn't have to pay a fee to see one's child.
