Child out of wedlock, dad not on birthcertificate

I have a friend who had a baby in February of 2004. The father was and has been out of the picture with the exception of telephone contact and threateinig emails to by friend from him and his girlfriend. The father is NOT on the birthcertificate, pays no child support directly, but his parents send money. My friend wahts to know what she can and can't do. She doesn't want the dad in the picture and does not want their money. Can she return it? Can the father be placed on the birth certificate? And if so, how long is that windo open? The father has seen the child only once in the 4 months and is on medication for "fits of rage". My friend is worried and confused. What can I tell her?
 
If paternity has not been established then the father has no rights at all. Mom does not have to do anything or allow any visits. She can ignore all attempts of contact by Dad or his family.

If Dad wants to take her to court to establish paternity and visitation he can do that, and Mom must comply. Until Mom gets a court order she does not have to do anything.

If Mom ever goes on public assistance, then Mom must establish paternity.
