Child negligence due to alcoholism

My sister has a severe alcohol problem. she works in a bar. When she's not working she's drinking. The problem with this is that she has two young children, a four year old and a six month old, who are continuously neglected and exposed to alcohol all the time. My sister has parties at home and gets drunk with friends while her kids are with her and there is no one that is sober to look after the children. The six month old is so neglected she might possibly have to get a helmet to protect her head from flattening in the back because she is always laying down. This is just an example of the neglect that is going on. Is there any legal action that can be taken to prevent it from getting worse and keeping my sisters children from any future dangers or abuse?
