child abandonment

My grandaughters father has custody, he marries and now divorces and lives in another state for work. He leaves his daughter in the care of his parents. Does the childs mother not have any rights here? The child lives in Vigo county, IN. The mother lives in Vermillion County, IN. Is this not considered abandonment?
 
If your daughter wants to change the custody arrangement due to change in circumstances, then she needs to file a motion with the court. This seems like a suitable change in circumstance. Until she goes to court, I don't believe there's much she can do.

I doubt that this is considered abandonment.
 
Mom can certainly file for custody. The father did not abandon the child, there is no law preventing him from giving his parents custody. Yes mom has rights and if she can prove the child is not in the care of dad then she might be able to get custody.
