Cannot pay rental car fees after car accident!

I was involved in a car accident Dec 1st 07 in Racine WI. Snowy conditions, an 18 year old kid crossed the center line and hit me. The accident was on a road located around a mall ( private property). Police arrived and didn't say much but to fill out a self report and send it in. The kid is from the state on IL and is under his fathers insurance. Long story short his insurance company only paid 80% of the claim and only gave me 190.00 out of 1,000.00 in car rental fees. i am a single mother of 22 and just simply cannot afford to pay fro someone elses mistake. I didn't cash the check for the rental fee from the insurance company because i want to sue and that would release all claims against both the insuance company and the insured. I'M FILLING OUT PAPER WORK AND MY QUESTION IS... DO I SUE THE INSURANCE COMPANY AND THE KID AND HIS FATHER ( ITS HIS INSURANCE) OR JUST THE INSUARNCE COMPANY OR JUST THE KID OR WHAT WOULD BE THE PROPER PROCEDURE?
