Can the name of a city be trademarked. Say if a restaurant has trademarked "Chicago's Restaurant" and I open Chicago's Steakhouse can it be trademark infringement as both businesses deal with food.

A city name alone cannot be trademarked. In conjunction with other words, it might be. However, it would be very difficult to do so if not impossible based upon standard English words since, by definition, using the English language as a description would be impossible.
