Can my daughter's biological father's parental rights be terminated?

My daughter is almost 5 years old and her biological father has never seen her or supported her in any way. He has been in and out of jail for numerous things and went to prison for a year for receiving stolen property (which was guns). He calls me about once a year and says he wants to see her, but then never calls back for almost a year. She calls my husband dad because he has been there for her since she was born and he wants to adopt her. Is there any way I can have her biological father's parental rights terminated? I live in Lyon county, Iowa and her biological father lives in Pipestone county, Minnesota.
 
If her father has provided no child support and has never attempted to see her, it may be possible to terminate his rights due to abandonment. If your husband is willing to adopt, that may help. However, you will absolutely need an attorney to do this.
 
Those occasional calls could get in way of abandonment. I strongly agree with previous post you absolutely need to consult an Attorney. Further as previously said your husband will need to agree to adopt. Judges don tlike leaving kids without two sets of parents even if one is a deadbeat. Go figure
