Yes they can. If you are a member of a union or work in Montana, there may be some protection; otherwise, that is generally within the employer's rights.
 
Even in Montana, there would be no protection against a transfer unless a legally binding contract or cba specifically forbids transfers against the employee's will. As far as a firing goes, Montana allows firing for cause - whether or not this would count as for cause would depend on the specific circumstances. As indicated, in all other states the answer is yes, the employer can both fire and transfer the employee(s), regardless of proof.

An employer is not a court of law. They are not required to have proof, to act on suspicion. (And my experience has been that when posters claim "they have no proof" it almost always means, "Yes, I am doing what they say, I just don't want to take the consequences for it".

The only caveat to the above is that Title VII (discrimination based on, among other things, gender) cannot be violated.
