Can blogs that citicize the authorities aggressively be sued?

    Suppose one starts a blog and name it 'Border Bullies', and writes that the reason why there were no signs warning that this is a border could be because border patrol sets traps for innocent people so they can lock them up to prove they're doing their job. And the blog writes that border patrol acted like bullies and should be locked up themselves.

    Is such a blog in risk of a lawsuit for slander?

    No, slander relates to the spoken word.

    Libel relates to the written word.
