You can subpoena the police department.
Well, you can try, if you're not a lawyer!

But, why go through all that trouble and effort to try and beat a traffic ticket?
You'll never win anyway.
All it will do is frustrate and fatigue you.

Just take an online or an in person traffic school.
Complete the course, pay about $25.00, plus court costs, and the ticket pulls an Elvis.
The ticket has left the building!!!

If discovery is available for traffic offenses in your state, you should be able to seek this through the discovery process. Lacking that, try a subpoena.

Understand that unless the video is on all the time (and very few are) the actual offense is not likely on the tape itself.
