No.

But it is unlikely that you would find a new 2015 or 2016 car with a police package at a new car dealership as police package vehicles are generally ordered by law enforcement through fleet sales.

If you did find one offered to the public by a dealership the police package would be identified by part of the VIN and the features would be identified on the window sticker.

For example, my 2008 Crown Victoria's VIN includes "P71" which identifies as Police Interceptor. The window sticker also identifies the car as Police Interceptor and lists the heavy duty suspension as standard for the Police Interceptor and lists optional features specifically ordered by the department that originally purchased it.
