Brothers wife is refusing him his rights

My brother is still legally married to the mother of his 3 1/2 yr. old daughter. They have not been together for the past 3 years but have been agreeing to basically joint custody until about a month ago. His wife is no longer allowing him to see his daughter. He is currently looking for an attorney. Is there anything that he can do legally so that he can see his daughter now? Any and all advice is welcome!!!

I an going to "assume" based on the wording of your post there is no existing court order. Without a court order the mother is not LEGALLY obligated to allow visitation. That being said Dad should get his butt to court and file for Divorce/Separation and custody of the child. A judge will NOT be happy with mom for not providing the child for visitation with her father. A CP's most important "job" is to facilitate a good relationship between the child/ren and the NCP.

What reason is Mom giving for the sudden stop in visits??
