back pay?

need a little help here? I work for dept of corrections,, was bypass for a promotion to a sgt 4.5 yr ago,,, at the time i filed a grievence and won ,, but it stated next funed sgt postition,,,the others that were promated had very much less time than myself,, and were still in a probationery period when grievence was won,, administation would not let me replace less senior person at the time,,, so i waited,,4.5 yrs later a funded sgt position became avaliable and i got it per grievence resolution,,, i then filed a grievence for 4.5 yrs back pay and to go reto active into the higher pay step i should be in,, but my union a at 3rd level withdrew grievence,,, can i sue union for misrepesenation,, pain and sufferring and my work?? This totally doesnt seem right? administration admitted they screwd up 4.5 yrs ago,,,
