If your parents were never married and you lived with your mother and dad knew about you but never took care of you and your mother died when you were 12? could you file for back child support your self or only your parents could file for it.

On the parent that supported you is entitled to support generally. Was paternity ever even established? If your mom never filed for child support then neither you or her are entitled to any, sadly. Why didn't she ever file? Now, if thee was an actual child support order that dad never paid, then it is possible you could try to collect since mom is deceased but it sounds like there was never an order.
