Criminal Trials, Hearings Attaching false plates

My son was issued a ticket in Maine for attaching false plates. He must appear in court next Wednesday, unless the offense is deemed "waivable" by the court. My understanding is that if it is waivable, he signs the ticket, mails it in, and I'm assuming receives a fine. As of today - 5 business days prior to the hearing - the court still does not have the ticket to tell us whether or not it is a waivable offense. I have read numerous Maine newspaper articles of cases that were "closed" for this specific crime and people were fined. Can anyone tell me if a case being "closed" in Maine means that you were required to go to court first? I find it quite frustrating that the ticket is not there yet and that we cannot get an answer as to the "waivable offense or not" question. We live over 4 hours away.
Any insight would be greatly appreciated. Thank you.

If the court can't tell you, no one here can, either.
The fact that an appearance is "waiverable" is dependent upon the judge.
I suggest he keep trying, but I don't think the judge in his case will allow it.
Why?
Because if it is "waiverable", you'd have been told by now!
 
This is not a typical traffic infraction either.
In my area this is considered a form of fraud and is a misdemeanor offense.
If it is to be waived or not, you will have to appear in court to find out.
