I live in North Carolina, and I'm wanting to know how I can adopt my two step-children whom I've raised since they were babies. Their biological father has never been in the picture. In fact, he's never paid a dime of child support, and we don't even know where he is. How should my wife and I proceed?

You have to Terminated his parental rights for abandonment unless you can get him to surrender them to you. If you can not find him you can serve him notice by publishing an ad in the newspaper in the county of his last known residence.

You need an attorney, but it shouldn't cost a great deal. Good luck with the little ones.
