adoption dissolution & SS benefits

We adopted a child whom we entered on my spouse's social security retirement. This child needed to be in a single child home and she was readopted by a single woman in WA state. This woman continues to draw SS benefits even though the child was readopted by her. SS agents refer to my spouse as the child's "daddy". SS requires we give them "annullment papers". Local attorneys say there is no such thing. This is affecting our other children's benefits. What can we do (the adoption papers are sealed)? Worried about our children's shrinking inheritance.
