adopting my niece

Can I adopt my niece if her mother signed a letter making my husband and I her legal guardians when she was 17? She is from the Bahamas.

In some cases in America you can adopt a "child" even 18 or over. ("adult adoption") I have a friend (though she & her husband live in Tx.) who adopted a person in their 20s (22). You might want to talk to a family law attorney.

Bear in mind though, an adult adoption does not mean the adult will gain immigration benefits.
