Is it a14th violation if public defender to not abide by county indecency rules & regulations to contact an appointed client, by regular mail or conduct an initial attorney/client visit/interview, if a time frame has been set...see Hood County TX Indigent Defense Rules & Plan (S.B.7)...thanks!!!
