1099 worker, unpaid wages

I currently do work out of my home office in California for a company in Nevada on a 1099 basis. I signed a contract with the company for payment, but it has been two months and the company has not paid me. When I ask about my checks, I am told they are "in the mail". The manager continues to give me a long list of excuses and even went to the extent of providing a fake tracking number for my check he supposedly overnighted to me. I need to know the best way to collect the money that is owed to me. I have not been fired, let go, or otherwise discharged, as my contract states my employment is "at will".

Then hire an attorney and go to civil court. As a 1099 contractor, employment law does not apply to you and therefore the DLSE cannot help you. Your recourse is the court system.
