I live in Canada and i am a Canadian citizen. my ex who is also a Canadian citizen is living in the USA in Idaho. I was paying child support until 2 months ago when my child moved home to Canada to live with me permanently. my ex has refused to pay any child support what so ever and given the excuse that i did not pay American exchange rate on my support payments and is also claiming i am now responsible for 1/2 of the medical expenses incurred by our two daughters over the past 7 years. she claims if i pursue child support payments she will sue me for the medical expenses and back child support as she claims she could have gotten far more than was agreed to and ordered by the Canadian courts...is this something she can do.

I don't know what the situation is exactly and don't have numbers in front of me. I don't know what the agreement was either between the two of you and you can enlighten us. As an FYI, anyone can say they will sue and can do so. But it costs money and takes time. Most of the time I find them to be idle threats because the time and money investment just isn't worth the potential recovery.

the child support aggreement in the divorce decree was only for child support there was no meantion of medical expenses and she told me she was going to "get adequate insurance in any case" she also threatened to sue for the full amount of of the rate of exchange on the payments i made.

If there is an agreement on the medical I'm not sure this will be changed retroactively barring some special circumstances. Regarding the exchange rate, is there a significant discrepancy? Did you have a lawyer handle your case? If so, did you ask him/her about this?

yes a lawyer handles this way back when we got divorced 8 years ago.... I had one consultation with a lawyer recently and he actually laughed when i told him she was going to sue over the exchange rate...he also said she may or may not be entitled to 1/2 the medical expenses but thinks most likely not because if she was she would have done so years ago instead of threatening to do so so now to stop me from seeking support from her for our child. In any case the amount i would be pay would pale against the amount she would be forced to pay each month until the child is done all her school
