The advice is correct, actually. That doesn't mean the the OP can't file a motion to modify that order or to request of the court to prevent the move. The OP may want to seek a lawyer to help. As it stands now though, based on the OP's own words, the CP can move freely without consequence.
I could be wrong, but every community college I know of in Virginia will not let a student graduate without it. I lived in Virginia for over 20 years and have never seen it happen but obviously if you know people who did it, it does happen. The OP will just need to find out with the exact CC...
