Can I use it if my friend was charged for a crime and I was with him but not charged? Or use it when out of court, i.e. a cop stops me when I am jogging early morning or late night.

It kind of sounds like you are in fact guilty. Why did you have so many computer parts in your locker and home? From the very little, very bad info you gave, it sounds like you should learn to spell and are going to need an attorney.
