Unemployment benefits in NY and NJ

My job was terminated at the end of February. I was working in New York office until Dec 31st, 2023. From Jan 1st, I switched to be Virtual New Jersey employee. New Jersey denied my unemployment claim since I have been working in NJ less than 20 weeks. New York denied my claim because I am receiving severance pay from my company. Can I apply for unemployment in NY once I stop receiving severance payments? Or, since nj unemployment insurance in deducted from my severance pay, I can apply in NJ after 20 weeks
