termination of parental rights in Colorado

the father of my child had not been active in her life since 3 months of age and has not made any contact with us. I have called and no calls are returned. She is now 10 months. I just moved and sent him a letter notifying him of our move. I also just put in a child support case and they are having trouble locating him. I am planning on moving to Colorado in one year. At this point , if he has not paid anything and i have been dilligant about letting him know where we are( even though we get no response from his cell phone or known po box address, will i have a case to terminate his rights? I know that colorado states that failure to maintain contact is grounds for termination of rights. Is this enough years of failure to maintain contact?

any help would be great, thanks
