What are the reasons why a request be rejected by a judge and returned to the lawyer?

Why?
The reasons are far too many, therefore its useless to speculate.
Plus, we are all just a bunch of dumb Yanks.
We know a little bit about US laws.
We know nothing about Canadian laws and laws of the lovely province of Manitoba.

Well, uh, golly, gee whiz, if we knew what the request was, what the case was about, and what the judge said or wrote when he rejected the request, we "might" be able to make some helpful comments even though you are in Canada where some legal stuff might be similar to legal stuff in the US..
