Need answers prior to termination

I work for an employment agnecy that works with people with disabilities. I have a client who may be losing her job because her employer suspects her of stealing another co-workers wallet but has no concrete evidence of it. They have her in video pointing to the wallet to another co-worker where it had been stashed under the companies washing machine.
Can they fire her for this?
 
Yes, they can. She can be fired on suspicion of wrongdoing, even if the employer does not have any proof (and even if the employer is wrong).

The above presumes that she does not have a contract or CBA that specifically says otherwise.
